The Covenant of Mayors in a nutshell

What is the Covenant of Mayors?

The Covenant of Mayors is a European initiative involving local and regional authorities, voluntarily committing to increase energy efficiency and use of renewable energy sources in their territories. Covenant signatories commit to meet and exceed the EU goals of 20% CO2 reduction by 2010.

Who are the signatories and what have they committed to?

The signatories are at first hand cities and regions of various sizes; from small villages to metropolitan areas as well as regions and provinces.

Covenant of Mayors signatories have voluntarily committed to implement sustainable energy policies to meet the EU 2020 goals: in practice they will prepare a Baseline Emission Inventory and develop and implement a Sustainable Energy Action plan (SEAP) outlining the key actions which will be submitted one year after the signature.

How to join the Covenant of Mayors?

To join the ever-growing movement, local authorities should undertake the following process:

  1. Present the initiative to the municipal council ;
  2. Guarantee that a formal decision to sign up to the Covenant has been adopted by the council, through an official resolution
  3. Mandate the mayor - or equivalent representative of the city council - to sign the adhesion form;
  4. Send an electronic message to the to inform the Commission about the decision to join the initiative
  5. Take note of the next steps, outlined in a confirmation e-mail sent to the city council.

Where can cities get support?

The Covenant sigantories are supported in various ways:
from UBC:
UBC is a supporting structure for its members since June 2010 and will promote the Covenant of Mayors as well as we provide all members with information and further assistance.

In the signatories´country:
"Covenant Coordinators and supporters" - including provinces, regions and national authorities – provide strategic guidance, financial and technical support to signatories.

From the Covenant of Mayors Office (COMO)
The Cove-nent of Mayors Office gives promotional, technical and administrative assistance and is the first contact when joining the Covenant of Mayors.

Financial support
Project funding is available from various European funding instruments, e.g.

The European Investment bank offers assistance for investments for energy efficiency and renewable energy actions. The support is availale for citie sand regions and mainly aim at bigger investment programms.
